【Background】

Strengthening the cooperation between Shenzhen and Hong Kong in science and technology service industry is the inevitable demand of the development and construction of Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, Guangdong-Hong Kong-Macao Greater Bay Area, and the pilot zone for socialism with Chinese characteristics. It is also the inevitable requirement of the national development strategy and new development pattern. Under the context of the construction of the Greater Bay Area, internal and external environment changing for cooperation, the project will take development of cooperation between Shenzhen and Hong Kong in science and technology service industry as its main focus, and research on current problems and bottlenecks to seek for breakthrough aspects. This research aims at planning the development path, including: 2025 short-term, medium and 2030 long-term goal. It aims to further enhance the development advantages and competitiveness of Shenzhen's science and technology innovation and industrial transformation, to guarantee Shenzhen’s transformation into an international science and technology industry innovation center.

【Core Goal】

(1) promoting scientific and technological innovation, transformation of scientific and technological achievements, and deep integration of science and technology economy in Shenzhen and Hong Kong.
(2) Accelerating further cooperation between Shenzhen and Hong Kong in science and technology services will conducive to adjusting and optimizing the industrial structure. It is also of great importance in cultivating sustainable new economic growth points, transform science and technology innovation to industrial upgrading, promoting the economy to a high level, and breed international competitiveness.
(3) Provide Assistance for Shenzhen to seize the major historical opportunity: developing the northern metropolitan area of Hong Kong, constructing the international innovation and technology center; promote the deep integration and sustainable development of Shenzhen and Hong Kong by strengthening and optimizing the cooperation between Shenzhen and Hong Kong in science and technology services.
 

【Main Focus】

(1) How could Shenzhen and Hong Kong cooperation in the science and technology service industry helps Shenzhen to play its role as a pilot zone for socialism with Chinese characteristics and as "core engine" for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area?
(2) How can the cooperation break through the deep-seated shackles brought by the differences in systems, laws, cultures and concepts between the two cites under "one country, two systems"?
(3) What are the advantages and disadvantages of the two cities? How can the cooperation in give full play to the comparative advantages of both sides: including docking and integrating factor resources, establishing an effective mechanism for convergence of rules and systems, docking and participating in the formulation of international standards and rules?
(4) What are the specific problems and bottlenecks faced by the cooperation between the two cities, especially in the cooperation of science and technology service industry? What are the opportunities and challenges? How to refine the direction and implementation blueprint for future cooperation?
