  • Project introduction

In order to serve the strategic goal of "modernizing the national governance system and governance capacity", The Chinese University of Hong Kong, Shenzhen coordinates high-quality teaching and research resources, brings together well-known experts and scholars, public sector leaders, professionals from enterprises and institutions and corporate executives, and offers short- and medium-term and customized advanced public management training programmes. Established in March 2022 with Professor Zheng Yongnian as the programme director, the Advanced Public Management Training Programme Centre is committed to cultivating high-level international public administration talents equipped to grasp and respond to a changing world situation, understand the spirit and strategic thinking of the central government, and comprehensively and systematically master new digital governance tools, combining global persepctive with a Chinese disposition.

The Centre is systematically developing its curriculum, building a diverse teaching team, and establishing innovative multi-dimensional teaching methods.  It embodies a culture of openness, scientific rigour, practical relevance and forward-looking orientation, and tailors its training programmes according to the specific requirements of various government departments. Up to now the Centre has delivered a number of special training courses including for the Organization Department of the Shenzhen Municipal Party Committee, the Shenzhen Municipal People’s Procuratorate, the Organization Department of the Longgang District Party Committee, and the Organization Department of the Bao'an District Party Committee. Relying on the University's rich and diverse teaching resources and cultural heritage, it provides students with opportunities for in-depth exchanges and learning with academic leaders, industry elites and policy makers.

Project review in 2022: A total of 55 teachers were engaged to train a total of 368 government officials at or above the section desk officer level, along with managers of state-owned enterprises and institutions. A total of 62 keynote lectures, 15 roundtable forums, and 3 academic summit dialogues were held.

Based on an original curriculum system developed by Professor Zheng Yongnian's team over many years, our curriculum comprehensively and systematically presents unique observations and original insights into China's social and economic development over the years, and reveals the underlying logic of changes in the world situation and China's political and economic functioning. The course covers all aspects of public governance such as international relations, political economy, regional development, industrial policy, and urban governance.

Draws on a Shenzhen, Guangdong, Hong Kong and Macao case study database

Based on the distinctive development and governance practices of Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area, this training programme will feature lectures by policy makers and practitioners from Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area, providing a comprehensive overview and drawing lessons from successes and failures in the practice of public governance in Guangdong, Hong Kong and Macao.

  • Course modules

The course comprises three parts: a core module, a thematic module and a customized module. The set courses will be based on the themes covered in the core and thematic modules, and the course design and sequencing will be adapted to the latest developments in the domestic and international situation and to reflect trending issues. The core modules highlight understanding of, and research into, the ruling experience of the Communist Party of China and the political economy of Socialism with Chinese Characteristics; thematic modules cover various public policy issues in urban governance; customized modules are tailored to the goals and requirements of the course participants.

Innovative industrial transformation and urban upgrading
